Electrifying Quebec’s construction sites: an unprecedented mobilization

After announcing the Plug-in Fleet – Heavy Equipment project last July, the IVI is reaching a new milestone: mobilizing the industry to accelerate the adoption of zero-emission construction equipment in Québec. On this occasion, we are unveiling the first companies committed to this large-scale project, which is based on field trials and the free dissemination of accessible data to identify best practices for electrifying construction sites. The project receives financial support from the Government of Québec through the Action-Climat Québec program, coordinated by the Fonds d’action québécois pour le développement durable, and is aligned with the 2030 Plan for a Green Economy.

A multisectoral mobilization

The project is backed by an unprecedented mobilization of stakeholders from various sectors: the Association des Propriétaires de Machinerie Lourde du Québec (APMLQ+), Groupe Bellemare, the Centre national de conduite d’engins de chantier, Excavations Tourigny, Gymdex – LiuGong, and Malco Électrique have joined forces to demonstrate the cost-effectiveness and the human and environmental benefits of an electric fleet.

Each additional partner enriches the understanding of on-the-ground realities and helps build a strong and sustainable ecosystem. The experience of Groupe Bellemare, the project’s spokesperson, illustrates this dynamic well:

“When we learned that it was possible to acquire a 100% electric wheel loader, we immediately assessed the feasibility with our teams. The first unit arrived in March 2024 and, after a few months of successful operations, we purchased a second unit in May 2024. To date, our two loaders have accumulated over 9,000 hours of use, and we are very satisfied. This experience confirms that electrifying our fleet is the way forward for the coming years. Our operators particularly appreciate the speed, performance, and quiet operation of the loaders.”

Thanks to this field feedback and industry discussions, IVI, with complete neutrality, will be able to produce the first reports based on data from trials conducted on worksites in Quebec, addressing the needs expressed by local businesses. Our role as research and development experts at IVI is to design innovative solutions, but also to inform the industry on the best ways to deploy new technologies.

Next Steps

Starting in spring 2026, a first flagship event will bring the industry together around an off-road testing circuit and training sessions, including for fleet managers. At the same time, the flotterechargeable.ca website will be enriched with varied content: data, practical tools and informational capsules to support companies in their transition. These resources will evolve throughout the six trials planned through 2028, with recommendations adapted to different types of worksites as well as to charging solutions. At the end of the project, a summary report will be released, and a closing event will present the results and best practices to the entire industry.

In Québec, more than 185,000 off-road work vehicles were registered in 2023 (+29% since 2018). Used intensively, these machines contribute significantly to GHG emissions in the “other transport” sector, which increased by 63.7% between 1990 and 2021. This sector is the third-largest GHG emitter in Québec, behind road transportation and the manufacturing industry.
